Leone is pretty darn fast, if she can go for Seryu while dodging the ugly dog then she has a good chance since Seryu doesn't have the crazy regeneration Leone has. Sure Seryu also has loads of different guns but meh. I think Leona has this as long as she keeps moving.

Rias has destruction magic that basically does what it says, it completely destroys everything it touches. Sure this magic starts of at a pretty mediocre point at the start of the series but you should see her further on in the story ( light novel/ season 3 which almost airs )
